Scanning an image is only half of the work, what you do after scanning it can make all the difference in improving the quality of the image. For example, removing background lines, marks or patterns, ensuring that the aperture and contrast is correct can make the difference between being able to view the data on the image, being able to OCR it or even read it clearly.
